Provincial Nominee Program
The Provincial Nominee Program (PNP) is the best way to immigrate to Canada as a skilled worker. All provinces operates the PNP to welcome skilled workers from around the world to help strengthen their economies.
Provincial Nominee Program is for a worker who
- Has the work experience, skills, and education to contribute to the economy of a specific province or territory
- Wants to live in that province and
- Wants to become permanent residents of Canada
Most provinces and territories have streams that relate to the federal Express Entry selection system, through which nominations are awarded 600 additional Comprehensive Ranking System (CRS) points.
A provincial nomination is the most valuable factor in the CRS, effectively guaranteeing the candidate receives an Invitation to Apply (ITA) at a subsequential draw from the Express Entry(EE)pool.

How to apply for PNP?
- Find your eligibility : Find your eligibility from the available options.
- Complete & submit your PNP application to the province or territory.
- Receive your Provincial Nomination certificate
- Submit your permanent residence application:
Apply to the federal government for Canadian permanent resident status. If you were nominated through an Express Entry-aligned PNP, you can apply through Express Entry. Otherwise, you must submit through a Non-Express Entry process.
Express Entry process
- Step 1: Find out if you are eligible for the PNP.
- Step 2: Apply to a given PNP stream.
- Step 3: If you receive a provincial nomination, create an Express Entry profile on IRCC's website and indicate you have been nominated.
- Step 4: Once you receive an Express Entry invitation to apply for permanent residence from IRCC, submit your permanent residence application to IRCC.
- Step 5: Pass an Immigration, Refugees and Citizenship Canada (IRCC) medical exam and get a police check.
- Step 6: Once you are approved by IRCC, complete your permanent residence landing in Canada.
Non-Express Entry process
- Step 1: Find out if you are eligible for the PNP.
- Step 2: Apply to a given PNP stream.
- Step 3: If you are nominated by the province or territory, submit a paper application for permanent residence.
- Step 4: Pass an Immigration, Refugees and Citizenship Canada (IRCC) medical exam and get a police check.
- Step 5: Once you are approved by IRCC, complete your permanent residence landing in Canada.
